Tokyo Core-Core CPI Hits 2% as September BoJ Hike Case Strengthens

Tokyo inflation firmed in August, adding fresh support to case for another BoJ rate hike as soon as September. Headline CPI rose from 1.8% to 1.9% y/y, CPI excluding fresh food increased from 1.7% to 1.8%, while Core-Core CPI excluding fresh food and energy accelerated more clearly from 1.8% to 2.0%. That underlying measure now sits directly at BoJ’s 2% target, even as seasonally adjusted monthly headline inflation slowed from 0.4% to 0.2% and ex-fresh-food CPI from 0.3% to 0.1%.

Composition still points to persistent domestic price pressure. Food prices rose 3.9% y/y, with fresh food up 5.6% and food excluding fresh items up 3.6%. Eating out increased 5.0%, while housing rose 1.9% and transport and communications 2.8%. At same time, fuel, light and water costs fell 1.6%, helping keep headline inflation below Core-Core. That divergence reinforces view that underlying inflation is firmer than headline alone suggests.

Timing is particularly important after BoJ Deputy Governor Ryozo Himino said Thursday that underlying inflation was “approaching 2 percent” and reiterated that Bank should continue raising rates in a timely manner. Tokyo Core-Core has now reached that threshold, strengthening September hike case ahead of Sept. 17–18 meeting. Softer monthly headline momentum argues against calling August an inflation breakout, but annual underlying pressure is moving in direction BoJ has been waiting for, leaving little room for a clearly dovish interpretation.
