Eurozone CPI Jumps to 3.3%, but Softer Core Keeps ECB Debate Open

Eurozone inflation accelerated more than expected in August, but underlying pressures softened. Headline CPI rose from 2.9% to 3.3% y/y, above 3.2% consensus, while prices increased 0.4% m/m. By contrast, core CPI excluding energy, food, alcohol and tobacco eased from 2.5% to 2.4% y/y, undershooting 2.5% expected. That leaves a clear split between faster headline inflation and moderating underlying price pressure.

Energy accounted for most of headline acceleration, with annual inflation jumping from 10.3% to 14.3%. Services inflation moved in opposite direction, slowing from 3.3% to 3.0%, while food, alcohol and tobacco held at 1.2%. Non-energy industrial goods inflation firmed from 0.9% to 1.2%. Composition therefore argues against interpreting 3.3% headline alone as broad-based reacceleration, although renewed energy pressure is becoming increasingly significant.

For ECB, August data complicate rather than settle September debate. July meeting accounts had already shown a clear tightening bias, with some policymakers willing to hike immediately and broader Council indicating another increase would likely be necessary unless inflation outlook improved materially. Cooling core and services inflation gives doves evidence that domestic price pressure is easing, but surge in energy keeps headline inflation well above target and revives concern that external cost shocks could become more persistent.

That leaves ECB balancing two opposing signals into next meeting: underlying inflation is moving in a more favorable direction, while energy shock is pushing headline inflation sharply higher. With Eurozone manufacturing also strengthening and growth constraints easing somewhat, August CPI does not provide a clean reason to abandon tightening debate. Instead, incoming wage, inflation and staff-projection data will determine whether policymakers judge energy-driven rise as sufficiently persistent to justify another move.
