Japan August Data Soften as Industrial Production Falls and Retail Sales Momentum Fades

Japan’s August activity data weakened across both production and consumption. Industrial production fell 0.2% → 1.7% m/m, marking a second consecutive monthly contraction and missing expectations for a rebound. The seasonally adjusted production index fell to 102.6, while shipments dropped 2.5% and inventories declined 0.5%. METI nevertheless maintained its assessment that production is “fluctuating indecisively.” The weakness was concentrated in several major sectors, with motor vehicle output down 6.8%, general-purpose and business-oriented machinery down 6.0%, and petroleum and coal products down 13.3%. Manufacturers surveyed by METI expect output to rebound 3.2% in September and 3.1% in October, arguing against reading August as the start of a sustained industrial downturn.

Retail activity delivered a cleaner sign of softer domestic momentum. Retail sales growth slowed 3.7% → 2.7% y/y, below the 3.2% consensus, while seasonally adjusted sales reversed +2.1% → -1.2% m/m. Total retail sales stood at JPY 13.052tn. The composition was uneven, with motor vehicle sales surging 17.7% y/y and other retail up 5.2%, while clothing and personal goods fell 6.1%, machinery and equipment declined 2.3%, and fuel sales slipped 0.6%.

Taken together, the August data point to a loss of momentum rather than a broad-based downturn. Factory output was weak but partly disruption-driven and is expected to rebound over the next two months, while retail sales showed a more persistent cooling in household spending momentum despite strong auto demand. The distinction is important: the production setback may prove temporary, whereas the retail data provide the clearer evidence that domestic demand softened in August.
