Japan Household Spending Falls -3.1% as Wage Gains Fail to Lift Consumption

Japan’s household spending remained weak in August even as the decline moderated. Real spending by two-or-more-person households improved from -3.6% y/y in July to -3.1% in August, slightly better than the -3.5% consensus, but still marked a ninth consecutive annual contraction. Spending rose just 0.1% m/m on a seasonally adjusted basis. Average monthly consumption expenditure stood at JPY 310,975, down 1.0% in nominal terms and 3.1% in real terms.

The weakness remained broad enough to show that improved wage conditions have yet to translate into a durable recovery in household demand. Spending on food and beverages fell 1.4% y/y, while utilities dropped 5.2% and culture and recreation declined 4.3%. Persistent price increases continued to encourage households to economize, particularly on food, while heavy rain and typhoons also weighed on activity. Separate wage data have shown real pay improving, but this household survey still reported real income for salaried households down 0.9% y/y, highlighting how uneven the improvement in purchasing power remains.

The key issue is therefore shifting from whether wages are rising to whether those gains are strong and broad enough to overcome elevated living costs. For now, the answer remains uncertain. August was less weak than expected, but nine straight annual declines in real spending show that households are still cautious rather than turning decisively more confident. With further food-price increases arriving in the autumn, the consumption recovery still lacks convincing momentum.
