Japan’s Services Producer Price Index accelerated from 3.6% to 3.7% y/y in August, marking the fastest annual increase in more than two years and keeping service-sector price pressures elevated. But the headline overstates the breadth of the acceleration. Excluding international transportation, SPPI was unchanged at 3.2% y/y, while international transportation inflation jumped from 58.2% to 63.6%. Ocean freight was particularly strong, accelerating from 67.4% to 74.2%.
There were nevertheless signs that domestic service inflation remains persistent. Prices for services with a high labor-cost ratio rose from 2.7% to 2.8%, a measure closely relevant to whether higher wages are being passed through into service prices. Leasing and rental inflation accelerated from 13.1% to 14.1%, while employment services strengthened from 5.2% to 6.1%. However, the picture was not uniformly stronger: software development inflation slowed from 3.4% to 2.5%, while hotel inflation fell sharply from 6.3% to 1.6%.
The release therefore gives the BoJ further evidence of persistent service-price pressure, but not an unequivocal signal that domestically generated inflation is suddenly accelerating. The rise in the headline rate was disproportionately influenced by freight costs, while the more labor-sensitive measures moved only modestly higher. That still fits a gradual wage-to-services inflation story, but the August data argue for distinguishing persistent underlying pressure from the much sharper inflation visible in international transportation.

The headline SPPI rose from 3.6% to 3.7%, while the measure excluding international transportation stayed at 3.2%. International transportation accelerated from 58.2% to 63.6%, with ocean freight rising from 67.4% to 74.2%. Labor-intensive services edged from 2.7% to 2.8%, while leasing, employment services, software development and hotels showed divergent moves.
Key Takeaways
- Headline service inflation accelerated to a two-year high, with SPPI rising from 3.6% to 3.7% y/y.
- Freight significantly amplified the headline. Excluding international transportation, inflation was unchanged at 3.2%, while international transportation surged to 63.6%.
- Domestic labor-sensitive inflation stayed persistent rather than surging. Services with a high labor-cost ratio edged from 2.7% to 2.8%.
- Some domestic categories strengthened, including leasing and rental and employment services, but others softened, notably software development and hotels.
- The BOJ signal is therefore continued service-price persistence, not a broad-based acceleration comparable with the headline rise.
